The 1972 Local Government Act, which came into effect on 1 April 1974, reformed the system of local government in England and Wales. Trafford Metropolitan Borough was created and situated within the newly formed metropolitan county of Greater Manchester. The county administered certain services, such as strategic planning and transport, while the metropolitan boroughs handled the majority of local services.Before 1974, the areas that made up the Trafford district were administrated by seven urban district, rural district and borough councils. These consisted of Hale Urban District Council, Bowdon Urban District Council, Altrincham Borough Council, Sale Borough Council, Stretford Borough Council, Urmston Urban District Council and part of the area administrated by Bucklow Rural District Council that included Partington, Warburton, Dunham Massey and Carrington. Those areas south of the River Mersey had belonged to the county of Cheshire, while those to the north had belonged to the county of Lancashire.Prior to 1 April 1974, a number of working parties were set up to prepare for the transition to the new authority. Trafford Metropolitan District Council were elected in 1973 and held their first meeting on 23 May 1973. An article in the Altrincham Guardian, dated 18 April 1973, offered the following explanation of the nature of the council:‘The electors will be electing the full “Trafford” Council of 63 members, and although elected in 1973, they will not become full working councillors until the Trafford authority becomes “legal” on April 1, 1974. In the 11 months prior to this they will be formed into committees, set up all departments involved, appoint staff and generally get everything ready for a smooth change-over from the present system to the new in April next year.’From 1 April 1974, the Council was called ‘Trafford Metropolitan Borough Council’. The former Stretford Town Hall building on Talbot Road became Trafford Town Hall.Following the 1985 Local Government Act, Greater Manchester County Council was dissolved in 1986, effectively making Trafford MBC a unitary authority. Several functions of Greater Manchester County Council were reallocated to functional boards until 2011, when the Greater Manchester Combined Authority was established. The GMCA consists of indirectly elected members, made up of ten elected members from the metropolitan districts, and, since 2015, the Mayor of Greater Manchester.
