At the time that these records begin, Ashton-upon-Mersey township was in the county of Cheshire, divided between the parishes of Ashton-upon-Mersey and Bowdon. It had belonged to the Altrincham Poor Law Union since 1836. The majority of the administration was carried out by the Vestry.Following the 1894 Local Government Act, the Vestry was replaced with Ashton-upon-Mersey Urban District Council. The first meeting of Ashton-upon-Mersey Urban District Council took place at the Overseers Office, Barkers Lane, Ashton-upon-Mersey, on 24 June 1895. The Altrincham Poor Law Union was renamed the Bucklow Poor Law Union in 1895 and Ashton-upon-Mersey remained within this until 1930, when it was dissolved.In 1930, the councils of Ashton-upon-Mersey and Sale were amalgamated. Both areas then came under the governance of Sale Urban District Council.
