A resolution by the Stretford Local Board Improvement scheme dated 1892 declared the area situated on Chester Road and the southwest side of Moore Street, consisting of housing called Diamond Court and Pearson's Buildings/Court, to be an unhealthy area. The Board resolved to apply for a compulsory purchase order for the housing, with a view to pulling the houses down. The resolution also contained plans to lease a plot of land from Sir Humphrey Francis de Trafford on the northeast side of Crossford Street, Chester Road on which to 'provide dwelling accommodation and proper sanitary arrangements' for one half of the displaced working class people from the demolished housing.
