Prior to 1894, Davyhulme belonged to the Barton-upon-Irwell township. Since 1849, the township had belonged to the Barton-upon-Irwell Poor Law Union and continued to do so until the Union’s dissolution in 1930.In 1894, the Local Government Act, also known as the Parish Councils Act, created a system of urban and rural district councils. Civil parishes were established as sub-divisions of rural councils. In 1894, Davyhulme Civil Parish was formed within the newly formed Barton Rural District Council.On 26 November 1895, the Manchester Courier and Lancashire General Advertiser reported that ‘an inquiry on behalf of the Lancashire County Council was held yesterday in the Assembly Room of the Ship Hotel, Irlam, touching an application from Irlam Urban District Council for the alteration of certain boundaries affecting Irlam, Flixton, Barton Moss, and Davyhulme, the main object of the petitioners being to obtain the transference to Irlam of land now in Flixton township, by making the Ship Canal the boundary between the two townships.’ The committee agreed that the Manchester Ship Canal should mark the boundary between the districts.In 1933, the Lancashire, Manchester and District Review Order of that year amalgamated the then Urban District of Urmston, comprising the township of Urmston only, with two parts of the Rural District of Barton-upon-Irwell, namely the parish of Flixton and most of the parish of Davyhulme. All three townships were then administrated by the Urmston Urban District Council. The remaining portion of Davyhulme, consisting of 298 acres, was transferred to Stretford Urban District Council. The order came into operation on the 1 April 1933 and Davyhulme Civil Parish was dissolved.
